They do not deserve a star.
They are an unscrupulous set-up, who prey on the unsuspecting public.
Avoid car parks they control at any cost!

I received a ticket for an offense that happened in December 24, 2025. The ticket only arrived in April 2026. I can’t appeal it. They have no working email or phone Just a rip off company. I wonder why they are still allowed to work their website is full of bugs. Everything points towards you’re needing to pay and nothing else.
No way to contact them by email or…
No way to contact them by email or phone. Very buggy payment process - one card kept failing and when I paid with another, the site ended up with an error message and no way to confirm if the payment actually was registered even though it was debited from my account.

I received the fine outside of the 14 day period. I was a customer of the car park, and this lot still decided to fine me. Any hope of trying to appeal or explain that the fine was received outside the 14 days and I was a customer of the car park, there’s no point. They’ve written so much legislation within the website, you’ll be there for hours trying to fight your way through. It’s a company designed to cause maximum penalty, with the most amount of effort to try and appeal. They’ve effectively robbed us of £100, let’s not give them our most valued asset, ‘time’ as well. I pray they they’ll reap what they’ve sown, a hundred fold.

Appalling company and disgraceful practices. I broke down at the car park awaiting assistance so there over an hour informed staff I broke doy. Sent the first letter after the appeal date and force to pay these con artists. No way of phoning them (I assume they are cowards and yellow) and dreadful all round.i absolutely wish this company goes bankrupt all the cowards lose their jobs

Now get this i returned home of holiday to find i had received a parking fine at my local KFC now i know it's supposed be fast food but going through the drive they have stated I was there for over 27 hrs from midday on Friday the 13th of March till late afternoon on the following day.tried contacting them says the base is in Liverpool but when you ring the number it does not work and the area comes up as Nottingham sent email no reply yet spoke to the manager at the KFC branch and he has got a fine also and he works there definitely not paying will wait until I get the knock on the door and ask the guys when my court day will be
Unfairly charged due to poor record keeping
The car park was in church premises. My old car was registered for exemption. When I changed my car, I forgot to register/change my licence plate and got a fine. The incident happened on 29/3, the PCN was dated 1/4 and I received it on 8/4. On 9/4 I did what is usually done at the church - gave my PCN to the parish priest who said he will try to be of help. The next day 10/4 at church I keyed in my new regn into the machine and it said "We have issued a -a parking exemption for this car." I took it to mean the parish priest was successful in obtaining an "over-ride" on my PCN. five weeks later (6/4) a reminder to pay the higher amount was issued. I received this on 11/5. When I tried to appeal I was told "You have passed the threshold to be able to appeal this PCN". There was no way of stating my case.. and I have no option but to pay the higher, £100 fine. I have been unfairly charged by the Parking company.
Strike off Civil Enforcement Ban the director
I was looking for my wallet back in August 2025 at a KFC carpet that I regularly eat at the KFC is situated just outside Christchurch
I parked while waiting for a mere 18 minutes of which 10 minutes has to be untouched this bunch of shiesters should be put out of business immediately
I’m area agent for an organisation called the Fsb I call upon them to lobby the government to revoke thier licences they are definitely involved with another car park company Creative Car Parking who issued the pcn to me months afterwards
I emailed multiple times to both companies sending photos of the parking signs badly placed obscured by foliage I even obtained a reconsideration of a fine from £170 plus costs to £20 I tried to pay but the online payment system only showed the £170 - surprise surprise !
The fine is a farce and is causing me me considerable sleepless nights - how can courts make a judgment on this fake debt pumped up by threat and blatant inflation of charges I man now almost £300 in debt and I cannot believe this company can still be trading - whoever is behind this scam or scams cease pull out desist - if I could have give a minus review this would be one
Martin Lewis please stop this manufacture of debt and stop this blatant bullying
any company agreeing to use this form should stop now I jane many much fairer companies in mind Civil Enforcent should be struck out and their remaining director John Holloway banned from Companies House !
Scam, do not park with this so called company
Despite providing evidence for a paid parking ticket as per the machine at QMC hospital, my appeal against a fine has been rejected. How on earth can I be fined when I have evidence of my payment for the correct times parked?! Utter criminals. Do not use these car parks under any circumstances.
This is the worst company in the world
This is the worst company in the world. I had a rental car and got fined, and they sent me a parking notice, which I paid. However, during the payment process, they asked whether I was the owner of the vehicle. After I entered my details, they issued another parking fine directly to me and forced me to pay an additional £100 again.
When you try to call them, nobody answers the phone. When you send emails, the people reviewing complaints do not even seem to understand the issue. This company appears to exist solely to rip people off.
they are the shittish company i have…
they are the shittish company i have ever come across. no wonder people detest private parking companies the notice came about three weeks after the alleged offence . i immediately informed them that i was the driver snd not my wife expecting to receive a new notic in my name. several weeks later they sent a reminder in my name to pay the fine which arrived way beyond the appeal date cut off.it is now May and the alleged offence took place when
the snow was on the ground
No contact details on their website
No contact details on their website! I was at work for 7 hours 3 miles away so no I wasn’t parked in the space for 24hours! I will be sending the paperwork to my solicitor!
Take Heed and Report This Company
My experience with Civil Enforcement Ltd has been deeply concerning and, frankly, exhausting.
To be clear, this review is not about whether a parking charge itself was right or wrong. It is about tracing, complaints handling, data accuracy and the way an entirely uninvolved third party can apparently become caught up in debt recovery correspondence.
Over a period of time, Civil Enforcement Ltd began sending debt recovery, pre-action and threatened legal correspondence to my private home address regarding a vehicle and alleged debt with which I had absolutely no connection whatsoever.
I am not the registered keeper.
I am not the person being pursued.
I have no connection to the vehicle.
The individual concerned has never resided at my address.
Despite making this crystal clear in writing, the letters continued.
I was then effectively invited to provide DVLA documentation to “continue to dispute ownership” of a vehicle that was never mine and had nothing to do with me in the first place.
Only after sustained written challenge, formal data protection correspondence, and regulatory escalation did Civil Enforcement Ltd eventually confirm in writing that they had:
“updated our records to confirm you are not the party to be pursued.”
That raises an obvious question:
If I was never the right person, why was my private home address in live enforcement systems at all?
I am now separately pursuing formal questions regarding how my address came to be associated with this matter, what tracing methodology was used, and what safeguards were in place before debt recovery and threatened legal correspondence was sent to an uninvolved third party.
My concerns have now been formally reported to:
• the Driver and Vehicle Licensing Agency regarding downstream use of keeper data;
• the British Parking Association Approved Operator Scheme Compliance Team regarding operator conduct and tracing practices;
• and further data protection concerns are being actively pursued.
Before dealing with this company, my advice would be:
• Keep every single letter and envelope
• Do everything in writing
• Never assume one phone call will resolve anything
• Challenge inaccuracies immediately
• Keep a full paper trail
• Know your data protection rights
A quick look at other reviews suggests concerns around communication, persistence and complaints handling are far from isolated.

I parked my motability car with my disabled sticker clearly in the window at Stoke Manville Stadium a gym and swimming pool designated for disabled people. I appealed their decision but am now getting threaten mail intending to prosucute. I think this is a scam and they have no telephone number to appeal
Parking fine - wrong timings recorded
We received a parking fine outlining that our car was parked for 24 hours, we were only parked up for 20 minutes. There is an entry image, no exit image. We appealed and received a further email saying it was unssuccesful, we had a further 14 days to provide further evidence. When logging onto the portal within the 14 days with relavant information, it states we are no longer able to provide further evidence. Nobody to speak to or contact regarding this. Feeling very frustrated!!!!
The most appalling company ever known….
The most appalling company to try and deal with. No contact details, no contact system in place at all. Website is a useless battleground. It’s been said they’re an illegally run firm - is that true? My experience is that you’re unable to pay initial fine due to their chronic website, so they keep adding charges on. Am sure investigating by local councils needs to be started on this company. Avoid parking in their car parks at all costs, they’ll rip you off.
If I could rate 0 stars I would have
If I could rate 0 stars I would have. Bunch of scammers.
DISGRACE OF A COMPANY
This company needs to be sued for the unfair practices they employ. No proper signage in carparks, and finding ways of trying to charge innocent customers unlawfully.
Needs investigating and the company should be banned. There is fair parking, and this is not one.

I have recieved a fine for turning round in a car park. I did not get an original notice and am now told I have to pay £100.
I am trying to appeal.
I feel sorry for the businesses that…
I feel sorry for the businesses that are losing out because of these parking fines. It's almost as if there is a deliberate plot to put them out of business so that the land owners can sell off the property to developers ? I got caught out because of several factors: I assumed that the restrictions did not apply on evenings, I assumed that because I was helping a disabled person who had a blue badge in the car, and I assumed that the restaurant would have given me some sort of warning .. lesson learned, don't assume anything. Great shame that this is happening in every little shopping centre in the country.
