We’re sorry to hear that you have concerns about the way your Animal Tracker account has transferred across to Identibase, and we’d like to provide some clarification.

If you previously purchased a one-off premium subscription through Animal Tracker, we can reassure you that this has been honoured following the migration to Identibase. You have not lost the benefit of a service you had already paid for.

The migration itself has also been designed to work in the same way as your Animal Tracker account did previously. The services, account arrangements, and benefits that applied to your Animal Tracker account have been carried across as part of the migration, rather than requiring customers to start again or purchase something they had already paid for.

We appreciate that moving from one database to another can naturally lead to questions, particularly when the website or branding looks different. However, we want to reassure customers that Identibase is operating the migrated Animal Tracker accounts in accordance with the arrangements that applied to them previously.

We’ve also checked to see whether you have contacted us to discuss your concerns, but we’re unable to see any previous contact from you regarding this particular issue. We would genuinely welcome the opportunity to speak with you directly, as we may be able to clarify exactly what you are seeing on your account and explain how your previous Animal Tracker service has transferred across.

We’re sorry to hear about your frustration, particularly if the information was originally entered incorrectly by the veterinary practice. We completely understand why you would want this corrected.

However, where a pet is currently registered in somebody else’s name, we cannot simply treat this as a straightforward name or address change. As a DEFRA-compliant microchip database, we have responsibilities to ensure that changes to registered keeper details are legitimate and properly verified.

If we simply accepted a request from someone saying that another person’s details had been entered incorrectly, without carrying out any checks, we could potentially remove or alter somebody else’s registration without their knowledge. This is why we have to carry out appropriate due diligence.

Depending on the circumstances, this can include verifying the identity of the person requesting the change, establishing the circumstances surrounding the existing registration, requesting supporting information where appropriate, contacting or giving the existing keeper an opportunity to respond where necessary, and ensuring that the change is properly recorded and auditable. If there is a refusal or dispute, further investigation may also be required.

This is why the process you have been advised of is a transfer of keepership, rather than simply changing a name and address.

We would also like to clarify that the fee is not a charge for DEFRA or DEFRA staff. Identibase is a private, DEFRA-compliant microchip database, and the fee relates to the administration and work involved in processing a transfer of keepership. This includes the verification, investigation, correspondence, record amendments and other administrative work that may be required to ensure the transfer is completed correctly and compliantly.

We appreciate that, if the veterinary practice made an error when originally registering the pet, you may feel that you should not be responsible for any resulting cost. However, the database cannot simply assume that an existing registration is incorrect and remove another person from the record without carrying out the appropriate checks. Our responsibility is to protect the integrity of the database and ensure changes are made safely.

If you believe the veterinary practice was responsible for the incorrect information being submitted, we would also recommend raising this directly with them. They may be able to provide an explanation or supporting information that can assist with the process.

We’re more than happy to review your individual circumstances and explain exactly what is required. Please contact our Customer Care team and we can look into the record and guide you through the appropriate process.

We hope this helps explain why this is not simply a case of changing a name and address, and why the necessary checks are important for protecting pets, keepers and the integrity of the database.

From what you've described, it sounds like there may have been a misunderstanding regarding the role of Identibase. We are the DEFRA-compliant microchip database responsible for securely storing and maintaining pet microchip registration records, but we are not the organisation that implants microchips. The microchip itself is supplied and implanted by a veterinary practice or other authorised implanter, so we are unfortunately unable to comment on what took place during your appointment or why the microchip was presented as already registered.

There are a number of legitimate reasons why a microchip may already appear on a database, and it does not necessarily indicate that anything untoward has occurred. Without reviewing the specific microchip record, it would be inappropriate for us to speculate on the reason.

If you give our Customer Care team a call with the full microchip number, we would be more than happy to investigate the history of the chip, explain what we can see on the record, and answer any questions you may have. We can also advise you on the appropriate next steps should anything need further investigation.

We're sorry that your first experience after having your cat microchipped has been confusing, and we'd really welcome the opportunity to clarify the situation for you. We hope you'll get in touch so we can help resolve your concerns.

We would like to clarify that the £39 charge you have referred to is for a Transfer of Keepership. This is different from simply updating contact details on an existing record. A transfer of keepership is the process of changing the registered keeper of a pet from one person to another. As a DEFRA-compliant database, we have a responsibility to ensure these changes are carried out securely and accurately to protect both pets and keepers.

The transfer process involves much more than updating a record. It includes validating the request, carrying out appropriate checks, maintaining a complete audit trail, and ensuring the transfer complies with DEFRA requirements. We also manage any situations where a transfer may be disputed or refused by the current registered keeper. In these cases, our team investigates the circumstances, communicates with the parties involved where appropriate, and ensures the correct process is followed before any changes are made. This administration helps protect both the existing registered keeper and the person requesting the transfer, while maintaining the integrity of the UK's largest DEFRA-compliant pet microchip database.

The £39 transfer fee also includes 12 months of our premium pet protection service, which provides additional benefits such as unlimited contact detail updates, lost pet support and alerts if your pet's microchip is scanned while reported missing. The subscription element is included as part of the transfer package and automatically renews annually after the first year to ensure those protection benefits continue uninterrupted. Renewal reminders are sent in advance, and customers are free to cancel the renewal at any time should they no longer wish to continue with the service.

The £15 annual subscription you mention is a separate product and is not an alternative to a Transfer of Keepership. It is available to customers who are already the registered keeper of their pet and simply wish to benefit from unlimited updates to their own contact details and our additional protection services. It does not transfer the registered keepership of a pet from one person to another, which is why it would not have been appropriate in your circumstances.

We certainly never want our customers to feel misled, and we're sorry if this wasn't as clear as it could have been during your journey. If you would like us to review your experience or discuss the process in more detail, our Customer Care team would be more than happy to help.
