The part was an old part incorrectly relabeled with a new part number. Had to eventually get the proper one from a Ford dealer. Waste of my time and money.

ForfPartsGiant quickly delivered parts to enable me to refurbish my 22-year-old Ford Econoline work van and have it back in service with minimal downtime.
The mounting hole pattern on the bumper was slightly different, but I only had to measure and drill one extra hole on each side to have a perfect fit.
My body shop man ordered new weatherstripping for all the doors from FordPartsGiant as well, and my van has never been so quiet. Well Done!
