suspected fraud

I purchased USD167.94 for the first time on January 20. The agreement said it would be shipped within 3 days of ordering, but it didn't ship even if I waited, so I asked several times and sent an email when it would be shipped. However, I haven't received any response yet. I'm seriously thinking if it's not a fraud, and I asked for an immediate cancellation or refund, but I haven't even gotten a refund yet.
Unbelievable, and I'd like to call the local police. Be warned
