Incompetent or untrustworthy or both?

I bought glow in the dark straws from this company. I assumed, foolishly perhaps, that they would not need total darkness to work. I was offered a refund if I sent them back at my expense. I did.

They now say they refunded my credit card on June 24. It's now July 7, there has been no refund despite numerous protestations to the contrary.
