Return of banned fees under the Tenant Fees Act 2019

I was charged a holding fee did not get the rental property and this company refused to refund my holding deposit - the Law states Landlords and letting agents are now banned from charging letting fees in England I have asked for my deposit back and getting no response from this company

Dear Paris,

Sorry to hear this, we have looked into this matter and as it would appear you had withdrawn from your offer on the property after your offer was accepted and during the reference process.

Under the Tenants Fees Act 2019 we are in our right to retain the holding deposit if you decide to withdraw from the property.

All terms were provided to yourself to review and sign before any holding deposit are received.
