I discovered this opportunity through MusoSoup. I was initially asked to pay around $20, but it wasn't very clear to me what that fee was for. Later, I received an invitation for an "ON-AIR Artist Spotlight" with a $149 production fee. The description mentioned that the spotlight would be "professionally produced, mixed and licensed for use globally," which I found confusing because my music is already professionally produced and distributed. I would have appreciated a clearer explanation of exactly what was being produced, what the fee covered, and what artists could realistically expect in return. I am not saying this is a scam only that, as an independent artist, I found the pricing and the wording difficult to understand.
They charge $149 for the Artist Spotlight. They say the airtime itself is free, but the fee is for production, mixing, administration, and licensing through SoundExchange.
