Ordered a pair of Nike Air force 1s

Ordered a pair of Nike Air force 1s. Never received them, contacted sneaker invasion on amazon and still haven't heard back. i received a "fee to pay" letter in the post from royal mail which i suspect was about this item as i received every other item i ordered. Why did they not pay for the full delivery. it has been over a month now so i want a full refund and royal mail send the parcel back to the seller so they will have it right now
