Having been worried this was a scam I checked my local council website and found both the email address and website were not a scam.
I checked under the electoral section of the website. Sorry I can't leave links here.

In this day of scams everything screams wrong about this request for personal information to be put in. Including the fact it has been sent to my son when everything is normally sent to myself and my husband as the house owners. The thing is I think it is actually a legit but it isn't a .gov.uk email. Someone on here has said they phoned to check it was valid but no-one is going to use it if they send out sketchy looking things like this.

However, be cautious -- make sure the email is coming from your electoral at councilname.gov.uk council and not some dodgy email address.

Received a letter from Havering (supposedly) linking to this non .gov website. Is this a scam?
Not a .gov.uk site, but asking for voter info.
