the IN and OUT scam
i parked in tesco express in the morning was in and out within the hour later that i day i had to go back as i had forgotten something and hey presto they have me going in first thing in the morning but my exit photo is of my second visit hence it appears i was there approx five hours when clearly i was not. these people are a disgrace and the government needs to investigate companies like this

These are the scum of the earth. Stayed at a Travelodge in Manchester and paid via credit card. Was sent notice saying I'd parked without paying. Appealed with screen shot of credit card statement as proof of payment (which is undeniable evidence). They've since denied the appeal and have passed case on to a debt collector.
Obviously I'm willing to see them in a court.
As background, My wife and I were staying in Manchester for the night as she had an appointment with a specialist Oncologist as she has terminal cancer. We travelled there from Newcastle the night before as the appointment was early.
This was explained in our (irrefutable) dispute, yet still these scum are happy to send a debt collector to our door.

Ticketed a vulnerable pensioner with disability whom had displayed blue badge. Signage not clear that additional payment required. Causing distress and financial duress by applying charge of £51 (for a stay of under 1 hour) to vulnerable member of society rather than showing any empathy or understanding. Threaten that if continue with appeal process that the charge will increase.

I have had several parking fines for parking at work where we are allowed to park takes time and hence money to appeal the charges the appeals have been successful but that have take time and effort on my part.
Tesco seems to be using them as their parking enforcers they are relentless any medical evidence needs a doctors ' note' the doctors notes cost equal to or more than the fine and they can ignore them saying not enough evidence. Tesco have just lost my custom of about £500 per month.

I had to drive through a car park monitored by this company in order to access a separate site located beyond the Tesco car park. I did not park in the Tesco car park at any point this route is simply the only way to reach the site where I work.
Because my vehicle was captured entering and exiting by ANPR cameras, I was issued a charge despite not actually using the car park facilities. I appealed the charge and provided evidence, including confirmation of my employment and the times I was present at the office, but my appeal was rejected on the grounds of “insufficient evidence.”
Following this, I received a letter threatening court action if the charge was not paid within 14 days, with no prior warning or meaningful consideration of my appeal.
Overall, this feels extremely unfair and poorly handled. The system appears to penalise people who are not even using the car park as intended, and the appeals process does not seem to properly consider valid evidence.

Absolute cowboys! People using this company should be ashamed. Received a PCN - appealed it. Heard nothing from them. Eventually took the matter to POPLA, Horizon then came up with letters that we had never received! The dishonesty is beyond belief. After looking at the many negative reviews, it seems a pattern - they say they sent out correspondence, receipients never received it. This company is a scam!
The most depressing Horizon I've ever seen.
The only joy in paying this fine is seeing the absolutely dreadful reviews this company has. I've never seen any business with such poor reviews, of over 1500plus, 1.1 star average. The fines are beyond believable, and the companies that permit this group to 'run' their car parks should be ashamed. I doubt that even Turpin was so brazen to carry out this daylight robbery. Premier Inn lose out too, as I shan't be going to this restaurant again.
The worst kind of company
The worst kind of company, money is the only thing that matters to them. The fact that big British companies like TESCO are actively choosing horizon to manage their car parks is embarrassing.
I didn't 'validate' my stay in TESCO car park because I chose not to have a receipt at the self check-out. Therefore I couldn't use the receipt to validate my staff. Therefore I had to pay £40 to park for an hour.
People wonder why the general public are angry and upset!

The entire Horizon business model is predicated on scaring unsuspecting drivers into paying punitive and disproportionate "fines". Reputable companies such as Tescos and Premier Inn are tarring their reputation by associating with Horizon.

We were shopping at Tesco Shaftesbury Dorset. On our return to the car we could not open the door. Many customers tried to help without success.
Had to call the RAC on the 2nd April, which took 2hours to wait as they were busy. Then on the 20th April l received a fine. Was unable to contact Horizon so had to pay.

I unfortunately was about to go over the time limit in my parking space, but wanted to do the right thing and pay for some parking.
The website is very unhelpful to pay for retrospective parking and took a long time register and get to where I needed to be, and then find out I couldn't pay for parking this way in the car park I was in (approx 15 minutes)
Then I made a phone call to them. Forget that. The intro was timed at 4.37 minutes before you could even get to the 9 option choice menu. After all of this you are informed that you 'MUST' choose the right option as they cannot transfer calls between departments.
3 phone calls later (20 minutes) I was advised to send an email immediately to a certain address with all of my details and explaining my situation. (5 minutes)
Total of around 40/45 minutes of trying to sort out to pay for some parking that unfortunately put my 35 minutes over my parking time limit.
The response I got from my email was very short, along the lines of 'sorry, you have gone over your time, we cannot help you'.
Surprise surprise, PCN came in the post with a heavily discounted offer, work 4 days remaining of the 14 day discount period - issued from the same people who told me they couldn't help me to pay for the parking in the first place!

The paperwork is very unclear about how to appeal properly, with no contact details to speak directly to the company.
All in all, horizon parking seem to have got themselves into a situation where they book the and take payment for it, but also issparkingue the fines for parking, all whilst being very unhelpful around any issues involving .

Parking machine error at Cambridge Premier Inn. unlike the last time when i checked out and paid using the QC code from the hotel the receipt said i had paid until the next day instead of the previous one. I noticed this error and contacted horizon, they said they could not fix this and i had to pay for the correct date and claim back the original. I made no error and argued that i should not have to jump through the hoops and they should just correct the dates. They said i would get a fine so i had to waste my time to fix the issue under threat of a fine. Feels like i should be charging them for my time instead. I feel robbed. Not surprised to see the rating here after my experience. I would have left a positive review if they had just done what they surely have to power to correct.
Incorrect fine given while staying at Premier Inn.
Stayed at Premier Inn, Hutton Moor, Weston for 2 nights at the end of March. Registered car on arrival. Just received 2 parking fines ,one for each night. Luckily googled problem and advised to contact hotel. Did that and was told straightaway that they would tell Horizon to cancel the fines. I did also email Horizon to let them know the situation. Point is Horizon caused us unnecessary stress. Should not have been sent those fines or had to worry about dealing with them. Hopefully Premier Inn have sorted it out. Would also point out that each fine was for £57 if paid within 14 days of issue of notice - but it took 7 days to be sent so in fact you are only given 1 week after which the fine goes up to £95!

I got a parking fine in Birmingham on a Sunday night I was in Manchester it was the wrong reg and wrong car I appealed it which they said I still had to pay , I then took it farther and in the end I won the appeal but took me half a day and upset so poor

Predatory car parking company, Avoid!
I was staying in the premier inn and didn'r realise they have subcontracted their parking to this predatory company. They fined me despite having signed in at the front desk and didn't accept an appeal with my proof of stay at the hotel. The hotel advertises as having free parking. This will put me off using the premier inn which I was previously very fond of. If you are a company be aware of how using this company will make your patrons feel about your business.
Compassion and common sense can prevail
As has been said before, parking enforcement can never be expected to get decent reviews. However I always park in a disabled bay at a Tesco in Birmingham and display my badge. I did receive a penalty notice for not displaying a badge I am usually fastidious in my badge useage. I have to accept I may not have in this instance so I did appeal sending pictures of my badge, both sides to prove it is actually mine. They were kind enough to accept my appeal and cancel the charge. Nice to come across a parking company with some compassion.

See you in court the paperwork does not much reason for sending me a bill?....... Then when you believe I lost the appeal you decided it was for a separate reason.
