Is poor quality web site, ask pay for delivery, not honest support, very bad quality I will not use it and can not recommend it

I bought an item one month ago and I am still unable to get a refund. This has been a waste of both time and money, and the issue is still ongoing.

The website has poor quality, and the support is dishonest. They cancel the dialogue in a rude manner.

I bought a phone and returned it according to the provided instructions. They forced me to pay for the return delivery, which I did. However, the seller did not pick up the parcel, and it was returned back to me.

The seller does not respond to emails, and Rakuten does not provide the ability to send messages once an issue is opened. As a result, I am stuck.

I contacted support twice. They replied that I used the wrong delivery type and courier company, but they never provided any clear or specific information.

Moreover, they stated:

They insist that “Recomendado” means “Registered” post, but this is incorrect. It actually means “Recommended”, which caused a misunderstanding. When the human operator realized the mistake and translated it correctly, she simply said:

I'm sorry, you did not follow our instructions.
"Recomendado" indeed means "recommended".
Thank you for carefully following our instructions during the second reshipment.

In other words, she acknowledged their mistake but still closed the case.

Is this professional?
Now I have to pay for shipping a second time because of their error.

I was also unable to find any abuse or escalation email, or a contact for a responsible department or management.
