Website took my PayPal payment and then nothing

Website took my PayPal payment and then just went on to process purchase and just resulted in a spinning wheel that said to not close the page but never finished in over 15 minutes. Email to the address on their website never responded to and the address PayPal had on file bounces. Worse, the vendor increased the payment on PayPal from $42.75 to $48.70 without any notification or explanation. I don't know why PayPal would allow such a thing and opened a case with them. I don't think I'll ever see what I ordered.
