No accountability unreasonably examinators there should be a control mechanism i propose there should be a control mechanism to held cbr accountable for their behavior there is no control mechanism i hear to many people having to do 4 times their driving exam with unreasonable vaque reasons . It is a sick money making machine feeding on vulnerable young people . Every time they find another reason to earn more money on the back of vulnerable people . There is no control system who evaluates the examinators ! The system is rotten and dishonest . We completely are behind save driving but save driving is something else then being exploited by a wrong system and moneymaking machine . There is no control mechanism and cbr has the monopoly but also every time a student fails cbr earns more money plus all the driving schools make more money . Maybe it has to become a taxpayed wlso for the less rich subsidized thing . Who is controlling the examinators ? Maybe better film all the exams ?

Negative Experience

It is widely recognized that this exam is exceptionally difficult—among the toughest in Europe. Many candidates fail multiple times, particularly those without prior driving experience.
The core issue is that CBR does not provide candidates with meaningful or actionable feedback. Without clear guidance on what to improve, students are forced to rely on private driving schools or agencies. This creates a situation where private companies benefit financially from repeated failures rather than from helping students genuinely progress.
This lack of transparency and support ultimately puts learners at a disadvantage and makes the process unnecessarily costly and discouraging.

My overall experience with the process has been negative. I say this as someone who had already driven for four years before coming here, yet I still had to fail the theory exam several times before finally passing. This cost me a significant amount of money, time, and effort.
For the practical exam, I invested a large amount in lessons, truly giving my best to succeed. Despite this, after four attempts I ran out of time and could not continue. Starting over simply isn’t an option—it is too expensive, too demanding, and ultimately discouraging.
As a result, I have decided not to restart the entire process again. Instead, I will look for licensing options in another country where the process is more transparent, affordable, and supportive to candidates.

I failed my Category B licence theory…

I failed my Category B licence theory exam for the 4th time yesterday at Eindhoven. 95% of the questions are what I've seen before, and I know them very well even if you wake me up to give answers to them in the middle of the night. Guess what, I was told that I failed 20 out of 50 questions. That's impossible. I want to challenge or contest the result. Could it be that there is system error in the English test, or it's intentional? Yesterday, I was truly convinced that the Netherlands CBR test is a scam because, the result can't be contested like in other countries.
Note: In the exam room, there were two people sitting in the exam hall in front of their computers with text books. It's unfortunate that phones are not allowed, I would have recorded them or take pictures.
Advice: if you want to get a driver's licence in the e.u, leave Netherlands and get it elsewhere.
CBR test is a scam in the Netherlands.

CBR Groningen is xenophobic. They have this old senile examiner ANDREI, a very rude man. He doesn't like foreigners, so if you are a "buitenlander" stay away from Groningen CBR.

CBR ANSWER

So ...I took exam for module 3, D/D1 code 95. At 1 question need to choose 1 answer, but there are 2 of them correct I choose 1 of them (after the book I read and leard) ,at finall I failed with 14 (13 is maximum mistakes) ,1 of the question was that one. I send them the email in that day (2 weeks ago) ,answer me after 5 days and say they will redirect my email to a manager ,and today I get this answer: " CBR dosen not cover the contect of the textbook" :))

The CBR does not cover the content of the textbook. If you have questions or comments about your theory lessons or lesson materials, you can contact your instructor or the publisher of the teaching materials.

CBR has no integrity and it's completely corrupted

My experience with CBR was highly unprofessional and frustrating. Examiners were rude, often shouting, and the lack of transparency and tracking exacerbates the problem. It is also unjust to rely on trainee examiners, creating a competitive and unfair environment for students, who end up losing time, money, and effort. Additionally, the entire system appears corrupt, prioritizing examiner interests over those of the candidates.

In short, CBR urgently needs reform to ensure fairness, accountability, and integrity.

FYI, they don't deserve even this 1 star rating.

racist and unprofesional

I have failed 3 times now. The room is always full of white man, some are already retired, but they keep working there. Every time I say my dutch is not enough to follow such a detailed conversation, I get an unpleasant comment.
They just want to make money and don't really care if you drive well.

CBR is corrupt and biased

There seems to be extreme amount of bias in CBR practical exams this has resulted in the rate of accident to increase by 4% year on year. The examiners are very subjective and biased generally. This organization is becoming corrupt and needs to be audited by an independent organization. There should be dashcams during the practical exams so that the examiners can not apply bias and subjective judgment. I am very dissatisfied with CBR.

Avoid at all costs if you aren't Dutch

If you can, get your licence elsewhere. They will fail you over and over again if you aren't Dutch. Please don't make my mistake of pouring money into this pit. The examinors don't care about you, they don't give a flying one how much money you have invested in your licence, they don't care if you have or haven't improved, they don't acknowledge situations where a mistake may not be your fault. They want you to fail but more importantly come back and pay again. To all foreigners reading this GET YOUR LICENCE IN YOUR OWN COUNTRY. It will be cheaper, faster and you will face less prejudice.

I heard stories if it’s a known as kinda like a scam to get a driver license in Netherlands and now I am going through it my self. Just failed my 3rd theory exam. I took expensive cursus that cover my reexam if i failed but pass their mocking exam. Which I did numerously pass. I study really hard for this. They only tell you which area you need to work on. I am pretty sure I answered them correctly. I have done 3 test and they kept telling me i need to make one more correct answer then I pass. At the beginning I accept it and study harder but now I really don’t know if they actually purposely do this to earn money. I have 2 international driver license from 2 different country. It’s painful enough I have to do it again from 0 here. But this is unacceptable. Am I really failing or is just some sick lottery who to fail and who to pass to give others hope so they can spend their money on CBR?
I will stop right here. This system is ridiculous.. This country is small with too much people and can’t handle more drivers and more cars but they happily take your money though. So they create this ridiculous system. You will only pass by luck as we can never know if what they present us is actual result of your test. Waiting time is ridiculous too. So yeah good luck.

Failed NO SINGLE incident

I drove as smoothly as possible with no single incident or intervention from the cbr guy but still failed!
He said I drove too safely and didn't flow with traffic because I drove the speed limit (30km/hr in almost all of Amsterdam now) while some others drove way over it. Like am I supposed to break the speed limit just so I can flow with the others?! If I do that, couldn't he (rightly) fail me for overspeeding?? These people will simply fail you and make up any BS reason they want. No matter how you drive, you still need to be super lucky to pass. I will plan another exam soon and only hope for the best because honestly I have no idea what to work on, it seems like you could even end up failing 10 times.

waardeloze en corrupte organisatie

Het is een waardeloze corrupte organisatie met oplichters en frauderende medewerkers. In de derdewereldlanden woorden veel meer professional en objectief de rijexamens afgenomen dan bij het CBR in Nederland.

It is a worthless, corrupt organization with scammers and fraudulent employees. You can expect more professionality and objectivity from the the developing countries with the driving test than from the CBR in The Netherlands. Stay away

The test feels rather ambivalent. The system of two "hidden" test questions in the Insight part does not help. Nothing would happen if the questions which were not answered correctly would be revealed in the end. Showing "You failed" and giving some areas for improvement doesn't really help.

They could fail intentionally if they dont like your eye color. The examiners are really fault finders. If they don like you, they always have a reason to fail you. As there is no standard for this practical exam and the exam is based on personal judgment, you cannot predict the outcome.

Examiners do not have a uniform standard, and the standards are very subjective. This system needs to improve and get rid of personal factors.

Had exams today with friends together, and friends passed with many mistakes. I failed without intervention, without mistakes, and simply because "you could look better", what the hell, where is the standard?
