Terrible experience

My business is in St Lucia WI. This company contacted me almost 2 years ago about doing a 360 video for my business for Google. I paid the deposit as requested. They later contacted me to say that as they hadn't had enough businesses sign up, they would need to postpone until they could get more signed up. As they couldn't give me a date I asked if they could return my deposit. They agreed but as yet I havent had a refund. They have stopped answering my emails and are un contactable by phone. I feel like I've been scammed.
