Absolutely shocking experience with Top Rent A Car.
The vehicle we were given was clearly not roadworthy and did not feel safe to drive. There was a constant knocking noise coming from the car, indicating that something was worn or damaged. After approximately 80 km on the motorway, the entire vehicle started vibrating badly, making the journey uncomfortable and, more importantly, unsafe.
Concerned for our safety, we drove straight to the head office and requested an immediate replacement vehicle. Instead of taking our concerns seriously, staff seemed more interested in proving us wrong. They spent a long time inspecting and testing the car while repeatedly insisting that nothing was wrong with it, despite the obvious issues we experienced while driving.
The whole process was a complete waste of time and caused us to miss another appointment we had scheduled. When customers report safety concerns, the correct response is to prioritise their safety, not argue with them and delay them for as long as possible.
What makes this even worse is that we were expected to continue our journey in a vehicle that we genuinely did not trust. A rental company should never put customers in a position where they feel unsafe behind the wheel.
Based on our experience, Top Rent A Car failed both in vehicle maintenance and customer service. I would strongly advise anyone renting from them to thoroughly inspect their vehicle before leaving and think twice before trusting that reported safety concerns will be taken seriously.

I rented a car from Top Rent a Car in Sofia. Upon return, they charged me €700 for supposedly missing documents (registration, insurance, technical inspection + downtime).
The reality:
They never properly handed over the insurance policy and technical inspection documents in the first place.
The apartment with the documents was 150 km away and I was the only one with keys (flying back to the Netherlands with family).
They charged €100 for a technical inspection sticker that was abolished in January 2026.
They charged €300 for a simple declaration that officially costs around €35.
The €200 "downtime" fee was fake — the exact same car was available for rent the next day.
They refused a reasonable settlement (I offered €150, which is in line with what companies like Hertz charge) and went straight for the maximum penalty.
How I fought back and won:
I kept every email and document.
I wrote a very detailed, factual response to ING’s chargeback request, directly rebutting their misleading claims point by point.
I attached strong evidence (including that the car was available the next day).
ING upheld the chargeback and refunded the full €700.
Advice if you have problems with them:
Document everything from the start (photos of the car and documents at pickup).
Never sign anything at return if you disagree.
If they charge you unfairly, immediately open a chargeback with your bank/credit card and provide a clear, structured response with evidence.
Be persistent — they rely on people giving up.
This company uses hidden, disproportionate penalties and aggressive tactics when you push back. Be extremely careful and document every step.

The chargeback has been upheld by my bank and the €700 has been refunded. I consider the matter closed.
I am not defaming your company. However, continuing to defend a €700 charge for documents — when the actual cost of issuing duplicates is approximately €35 and a reasonable administrative fee would be around €150 — is misleading and damages your own reputation.
I will continue to share my experience based on the facts.

The rental was perfect. It was great value for money, the added cost for crossing the border was clearly communicated, the staff at the counter was courteous. Both picking up and returning the car were quick and easy.
I am glad I finally had a chance to rent with this company and confirm for myself the reviews I had read, as it is rare to find a rental company that does things right and treats the customer with respect.

The whole process of hiring the car was very easy and smooth. I was especially impressed when a member of staff called to ask if I would like to collect the car from their office instead of the airport, as this meant I would receive a refund for the airport collection fee. It was a thoughtful gesture that saved me money, and the customer service throughout was excellent.

Great service from start to finish. There was a bit of a line to pick up the car (30+ minute wait) at the Sofia Airport location so prepare yourself if you’re in a rush.
They should have more than 4 counters/staff to handle busy pickup times. Staff were friendly, helpful, and thorough. The car was everything we expected and great value for money.

Rented a Citroën C3 (125,000 km on the clock) for 3 weeks and paid for their insurance. At pickup the agent marked every tiny existing scratch like a checklist, warning that anything "bigger" would be charged regardless of the insurance — already a red flag.
Day 2, on the A2 interstate, the tire cover came loose and I got a flat in a dangerous spot. The wrench they'd equipped the car with was defective and skipped on two of the bolts, so I couldn't finish the tire change myself. I called their 24/7 customer service, requesting the road assistance which I'd paid for. They spent two hours questioning whether the tool was really faulty, asking for photos and tire specs, and got nowhere — never actually dispatched help. A stranger with a foreign-registered car eventually lent me a working wrench and I was done in two minutes. Worth noting: basic roadside assistance on the A2 is free anyway.
At return, the same scratch-hunting routine — the agent was scrutinizing and even spitting on dark marks to check if they were dirt or damage. One obvious road-dirt mark he tried to charge as damage anyway. He then charged €130 for a "tire cover" that retails at about €55 (for a set of 4), plus a €30 admin fee — €160 total, for a part that failed because of their own bad equipment, on a rental where I'd already paid for coverage and assistance that didn't materialize.
Used this company before and had noticed a string of bad reviews this year — I gave them the benefit of the doubt. Not anymore. If you're renting at Sofia Airport, go with a company that actually delivers on the insurance and roadside assistance you're paying for.
