Pennington's seed guarantee worthless

Purchased 2 bags of Pennington's premium grass seed. Seed costs twice as much as typical seed. Planted per recommendations. 20% germination at best. Pennington advertises 90-day customer satisfaction guarantee, but after submitting receipts and photos company refused a refund. I was told I had to submit photos of seed tags from bags. Who keeps seed bags 2 months after seeds planted. To me, this makes guarantee worthless. Company did offer 50% refund not per guarantee, but as a "courtesy" 1 star for seed; 1 star for company.
